On October 17, Puerto Rico’s senate approved a resolution that will allow the country’s Commission on Government, Governmental Efficiency, and Economic Innovation to carry out an analysis regarding e-voting. In particular, they will examine the possibility, organization, implementation, and security of an electronic voting system.
“Although electronic voting is the most modern technology, electronic scrutiny, especially Optical Scan technology, is generally the most viable option for Puerto Rico at this time,” the resolution stated.
Moreover, they recommend that electronic scrutiny be implemented for the 2016 elections.
The measure’s statement of intent said, “The increasing complexity of the ballots as well as the growing maturity of voters regarding the mixed vote and voting by candidacy make it very difficult to recruit and train the election officials needed for its proper functioning.”
