Carlos Ariel Sánchez, National Civil Registrar of Colombia, stated that  “to prevent electoral fraud not only electronic voting is needed, it is also necessary to incorporate technology into all stages previous to the elections day”, and added “the fraud border has to lead to an electronic pre-electoral phase with intersecting data bases”.

These statements show the direction the country’s elections will be taking over the next years and how they will go for technology in the voting system. The new Electoral Code is currently being discussed in Parliament, for a reform of the current ballot papers registration, which is “manual, old-fashioned and obsolete” and to make the zoning concept more flexible, so that small municipalities can count with more than one voting place and avoid crowding.
