
Modern elections depend on many different assets: paper ballots, voting equipment, seals, transport vehicles, storage facilities, and election materials. Each of these assets moves through several stages before, during, and after an election. Every movement matters.
From the moment ballots or equipment leave the warehouse to the moment they are returned and placed in long-term storage, election officials must know where each asset is, who has custody of it, and when it changed hands. This is known as chain of custody.
For many election offices, chain-of-custody records still rely on paper forms, clipboards, manual logs, and reconciliation after the fact. These methods can work, but they also make it easier for mistakes to go unnoticed until much later, sometimes during an audit or investigation.
Digital chain-of-custody systems do not remove the complexity of election logistics. Election officials still have to manage thousands of assets, multiple facilities, transport routes, and handoffs. What these systems do is make that complexity easier to see, track, and manage in real time.
International IDEA has noted that election rules should clearly define the chain of custody for sensitive materials, including how they are packaged, collected, transported, and stored. The goal is simple: protect election materials at every stage.
Four capabilities of a strong digital chain-of-custody system
Jurisdictions that use digital chain-of-custody systems are usually not relying on one tool alone. They combine several technologies and processes. The strongest systems tend to include four key capabilities:
1. Automated check-in and check-out at every handoff. Ballot containers, seals, and equipment can be tracked with barcodes or RFID tags. Each time an asset changes hands, the system records the transfer automatically, including the time, location, and person responsible.
This reduces the need for manual logging and creates a clearer record of custody.
2. Real-time location tracking during transport. GPS tracking can be used on transport vehicles to show where election materials are while they are moving from one location to another.
If a vehicle takes an unexpected route or makes an unscheduled stop, election officials can see it as it happens, instead of discovering it later.
3. Warehouse management for equipment preparation and return. Before an election, equipment must be configured, tested, packed, assigned, delivered, retrieved, and stored again.
Warehouse management platforms help election offices track this process against a central inventory. This makes reconciliation continuous, instead of leaving it until the end of the election.
4. A single dashboard for election officials. Election directors need one clear view of what is happening across warehouses, vote centers, vehicles, and transfer points.
A strong dashboard brings these different data sources together. It helps officials identify missing assets, delayed deliveries, route deviations, or other issues quickly, without having to compare separate paper logs or spreadsheets.
What this looks like at scale: Los Angeles County
Los Angeles County, the largest election jurisdiction in the United States, has more than 5.7 million registered voters. For each election, the county manages a large and complex operation across more than 4,000 square miles.
The county deploys nearly 20,000 ballot marking devices to around 700 vote centers during an 11-day voting period. Maintaining chain of custody across an operation of that size requires strong controls from the warehouse to the vote center and back again. For that reason, the County implements a digital chain-of-custody system for each one of its elections.
Similar digital tracking approaches have also been used in election management systems in Latin America, Asia, and parts of Africa.
Making custody records useful for audits and observers
Paper logs can show that a person was responsible for an asset at a specific moment. Digital records can go further. They can show the full history of an asset: where it moved, when it moved, who handled it, and whether any unusual event occurred.
This kind of record can be especially useful for audits, reviews, and election observation missions.
Election management platforms that combine warehouse tracking, field coordination, and custody records can help election commissions provide clear evidence to auditors and accredited observers, including international organizations such as the OSCE, the European Union, The Carter Center, and regional bodies.
At the same time, not all custody information should be public in real time. Vehicle routes, facility layouts, and detailed logistics data may create security risks if released too broadly.
The best approach is to make summary information and aggregate statistics available to the public, while giving more detailed records to authorized auditors and accredited observers.
Strong chain-of-custody procedures help election officials show how an election was managed, how materials were protected, and how any issue was identified and addressed. That is the standard every election audit ultimately tests.
